Article on the results of design and analytic session «Forming Kaliningrad cleantech cluster. Problems, project initiatives and action plan»

On December 8-9, 2016 design and analytic session on the formation of the cleantech cluster in the Kaliningrad region was held in the West Branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. It was organized by the Academy, Immanuel Kant Baltic Federal University and Association of Kaliningrad region support centers for small and medium-sized enterprises supported by the Nordic Council of Ministers project “Energy Efficiency and Cleantech in North-West Russia.” Among the 40 participants of the session were representatives of the ministries and municipalities of the Kaliningrad region, businesses and organizations interested in the development and promotion of the cleantech services and technologies from both suppliers and manufacturers as well as from consumers.
The main tasks of design and analytic session was to analyze global trends and specifics of the Russian market of energy-saving and cleantech innovations, identification of problems of the cleantech sector development, as well as form project initiatives and identification of resources required for their implementation. During the design and analytic session, a joint work of participants in groups using foresight techniques and brainstorming was carried out.
During the first day of the session Anton Fedosov, director of the Center of innovative educational programs of the West Branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation presented the results of the analysis of the situation in energy sector.
Sergei Mayorov, an expert of the Russian Government Analytical Center for Energy talked about global trends and trends in the field of energy saving and energy efficiency.
Vladislav Tarasenko, Vice-Rector for Innovative Development and Entrepreneurship of K.G. Razumovsky Moscow State University of Technology and Management spoke on the advantages of the cluster as form for organization.
During the second day participants working in groups, formulated five main problems that they believe exist in the industry and on the basis of which the potential cluster projects can be built.
In the end, two project ideas were identified which could be the basis for forming the Kaliningrad cleantech cluster. The initiative group has been set up and the work on the cluster formation has started.
